China Sample Order Guide: Verify Suppliers, Specs, and Costs

A China sample order is a controlled buying exercise, not simply a request for one unit. Use it to test whether a supplier understands your drawing, materials, tolerances, packaging, labeling, and intended market before discussing a larger production run. Start with a written sample brief, identify the legal business behind the quotation, and ask what will be made specifically for evaluation. Keep the sample separate from production approval: a good-looking unit can still conceal process variation, substitution, or incomplete documentation. Record every assumption, including tooling, courier charges, taxes, revisions, and return terms. The goal is evidence for a purchasing decision, not a promise of future price, quality, or delivery.

Define the sample brief before contacting suppliers

Write the request as a compact specification pack that a second supplier could quote without a phone call. State product function, dimensions, materials or grade, finish, color reference, critical tolerances, operating conditions, logo treatment, packaging, quantity, destination, and required documents. Add drawings with revision numbers and identify which characteristics are critical to safety or performance. If the design is not final, label open points rather than allowing the supplier to guess. A clear brief makes quotations comparable and gives later inspection staff an agreed baseline for acceptance.

Ask each candidate to confirm what the sample will represent: an existing catalog item, a modified stock product, a hand-built prototype, or a production-intent unit. Those categories have different evidentiary value. Request a written list of deviations, substituted components, unfinished processes, and assumptions, plus the proposed sample lead time and revision path. For electrical, mechanical, or laboratory products, specify the test conditions and instruments you expect to use. Do not treat a supplier's generic product photograph, sample promise, or catalog specification as proof that your requested configuration exists.

Verify the supplier behind the quotation

Before paying, match the quotation, payment beneficiary, commercial name, address, and contact domain against the supplier's business documentation. Ask whether the party is a factory, trading company, export agent, or a combination, and request a clear explanation of who will manufacture and invoice the sample. Public business-registration information can support due diligence, but it does not establish production capability by itself. Check the company's address, years of operation as stated in records, product scope, and consistency of names across documents; investigate discrepancies rather than smoothing them over.

Use a small, documented screening process: request recent, relevant sample photos; ask for a video call from the production or inspection area; seek process and material explanations; and obtain references only where the supplier can lawfully share them. A third-party factory audit may review systems and premises, but an audit is a snapshot, not a certification of every unit. Confirm confidentiality expectations, ownership of tooling and drawings, authorized signatories, and the procedure for handling a failed sample. Never let urgency replace identity, scope, or payment-beneficiary checks.

Control specifications, revisions, and sample payment

A sample invoice should describe the actual item, quantity, customization, tooling, included tests, packaging, freight arrangement, and any refund or credit condition in plain language. Separate one-time engineering or mold charges from the unit amount, and ask whether the sample price reflects manual work that will disappear or change in production. Clarify whether the supplier may retain the sample, use your artwork, or share your design. Keep quotations, drawings, messages, and photographs in one revision-controlled folder so a later purchase order cannot accidentally reference an obsolete version.

For prototypes, agree on the approval workflow before fabrication. Define who may authorize a change, how deviations are marked, and whether a corrected sample replaces or supplements the first unit. Ask for a dimensional report, material declaration, functional test record, or calibration details when these are relevant, while recognizing that a supplier-generated report is not independent verification. If a test is critical, state the method and acceptance limit in advance. Pay through a traceable business channel that matches the agreed contracting party, and retain transaction records.

Inspect the sample with repeatable checks

When the sample arrives, photograph the unopened package, labels, seals, and the item before handling. Compare dimensions, weight, materials, surface finish, color, connectors, fasteners, markings, and packaging against the approved brief. Test the intended function under defined conditions and record equipment, date, operator, and result. For safety-critical or regulated applications, use a qualified laboratory or specialist inspector rather than relying only on a visual review. Sampling one unit cannot reveal production variation, so describe findings as sample evidence, not a guarantee of batch performance.

Build a concise report with pass, fail, conditional approval, and open-question fields. Attach annotated photographs and identify each nonconformance by requirement, observed result, severity, and proposed corrective action. Ask the supplier to explain root cause and whether the correction changes material, tooling, process, or cost. If a second sample is needed, preserve the first as a reference and mark both clearly. Approval should cover a defined revision and intended use; it should not silently authorize substitutions, mass production, or a broader product family.

Check compliance and documentation for the destination

Determine which rules apply from the product's construction, intended use, destination, and claims, rather than assuming that a supplier's market label answers the question. Ask for the technical file elements, declarations, test reports, safety data, labeling artwork, or traceability records relevant to your route and product category. For international shipments, customs classification and origin information affect documentation and charges; the World Customs Organization provides the Harmonized System framework used by customs administrations [1]. Confirm requirements with the destination authority or a qualified compliance professional.

Treat certificates and reports as documents to verify, not decorative attachments. Check the legal entity named, product model, revision, test method, laboratory identity, dates, scope, and whether the document actually covers your configuration. Standards can guide testing and conformity work, but a standard reference is not itself evidence of compliance. Where radio, electrical, chemical, medical, toy, or personal-protective claims are involved, map each claim to a requirement and responsible party. Keep the final sample, labels, and approved documents aligned so import and sales materials do not diverge.

Calculate shipping, landed cost, and the next decision

A useful sample budget includes the unit or prototype charge, tooling, artwork, inspection, packaging, domestic pickup, international freight, insurance, customs brokerage, duties, taxes, bank fees, and possible rework. Ask the courier or forwarder which charges are prepaid, collect, estimated, or excluded, and request the shipment's weight and dimensions before dispatch. Incoterms can allocate tasks, costs, and risk between seller and buyer, but the International Chamber of Commerce notes that the chosen rule must be matched to the contract and shipment details [2]. Avoid treating a courier quote as a complete landed-cost model.

After inspection, make a documented decision: revise the specification, request corrective samples, compare another supplier, or proceed to a separately negotiated production order. Model production economics using realistic minimum order quantities, yield, tooling amortization, packaging, working-capital timing, and replenishment freight rather than multiplying the sample price. Ask what controls will preserve the approved configuration, including a golden sample, incoming-material checks, first-article approval, in-process inspection, and final inspection.
